Successful Public Consultation on the Urban Accessibility Plan for the Municipality of Central Corfu & Diapontia Islands
The public consultation on the Urban Accessibility Plan (UAP) for the Municipality of Central Corfu and the Diapontia Islands—developed by Consortis Geospatial—was successfully completed on Wednesday, May 14. The event took place at the Event Hall of the Ionian Islands Region, drawing wide participation from local and regional authorities, municipal officials, representatives of civil society organizations, and engaged citizens.

The event was attended by:
- Mr. John Trepeklis, Regional Governor of the Ionian Islands
- Mr. Stefanos Poulimenos, Mayor of Central Corfu & the Diapontian Islands,
- Ms. Meropi Ydraiou, prior Mayor of Central Corfu & the Diapontia Islands
- Deputy Mayors, Municipal Council Members, municipal staff, and accessibility advocacy groups
Speakers emphasized that accessibility is a fundamental right and a vital indicator of democracy and social inclusion.
Purpose & Scope of the Urban Accessibility Plan
The UAP is a strategic planning tool that outlines the necessary interventions, configurations, and construction works required to ensure universal access to urban environments. It particularly aims to facilitate safe and independent mobility for:
- people with disabilities,
- the elderly,
- children,
- pregnant individuals,
- and anyone experiencing mobility, visual, auditory, or cognitive challenges.
Study Implementation
The plan was developed by Consortis Geospatial’s expert team, led by the Architectural Design Department, with key contributions from the Land Planning and Development Department. It was carried out in close collaboration with the Municipality’s technical services under Contract No. 25957/12-07-2024 and was funded by the Green Fund.
Key elements of the study include:
- Comprehensive assessment of the existing infrastructure: sidewalks, pedestrian crossings, public spaces, public buildings, and more
- Targeted proposals for both spot and linear interventions to ensure continuous, safe, and accessible routes to essential public services
- Design of an integrated accessibility network throughout the municipality
All proposals comply with the national guidelines set forth in Ministerial Decision No. ΥΠΕΝ/ΔΜΕΑΑΠ/110088/887.
Presentation & Impact
The UAP was presented by Ms. Mina Palkopoulou, Architect Engineer and Project Manager at Consortis, and Ms. Elina Kouvara, Architectural engineer. Their presentation outlined the project’s methodology, assessment of the current landscape, and specific recommendations—marking a significant step toward a more inclusive, safer, and sustainable urban environment.
Throughout the consultation, stakeholders highlighted the importance of the UAP as a vehicle for social integration, improved quality of life, and urban sustainability. Participants praised the clarity and practicality of the proposals, reinforcing the belief that “accessibility is not a luxury—it is a right.”
