JASPERS Support in Provision of Advisory Services for Reviewing Greece’s Regional Solid Waste Management Plans
Consortis has undertaken the provision of technical assistance for the review of Greece’s Regional Solid Waste Management Plans (PESDAs), a strategically significant project promoting the transition to a sustainable development model. Through our support, we advance the circular economy and climate action while contributing to effective waste management in harmony with environmental standards.
The Problem
Greece faces significant challenges in aligning with European directives on waste management and the circular economy. The existing PESDAs required revision to meet the requirements of the Waste Framework Directive (2008/98/EC) and its amendment by Directive (EU) 2018/851, ensuring sustainable development and environmental protection. The priority for the required support was to enhance JASPERS’ capacity to assist Greece’s Ministry of Environment and Energy (MEE) in effectively reviewing each of the 13 PESDAs and ensuring compliance with Articles 28(3) and 28(4) of the Waste Framework Directive.
The Solution
With extensive experience as a consultant to the European Investment Bank (EIB) and JASPERS, Consortis developed a comprehensive approach for the PESDA review:
- Assessment of the Current Situation: Detailed mapping of the current waste management practices at the regional level
- Compliance with European Policies: Establishment of an action framework aligned with EU directives and national strategies
- Circular Economy Implementation: Ensuring adherence to the legislative requirements for promoting the circular economy
- Technical Assistance and Training: Supporting municipal waste management organizations (FODSA) in formulating and updating PESDAs for sustainable waste management
