Technical Consulting Services – Sewerage Network Construction and Wastewater Treatment Facility in the Settlement of Goumenissa

Consortis, leveraging the specialized expertise of its Hydraulic Works Department, undertook the role of Technical Consultant for the implementation of a critical infrastructure project in the Municipality of Paionia. The project, titled “Construction of Wastewater Collector Pipeline, Expansion of the Internal Sewerage Network, and Installation of Wastewater Treatment Facility in the Settlement of Goumenissa,” represents a strategic intervention aimed at enhancing environmental quality and safeguarding public health in the region.

The Challenge

The settlement of Goumenissa had long lacked modern urban wastewater infrastructure. The absence of an organized sewerage system and a dedicated treatment facility posed significant public health risks, diminished residents’ quality of life, and threatened the surrounding natural environment. An immediate and comprehensive solution was urgently needed.

The Solution

In collaboration with the Municipal Water Supply and Sewerage Company of Paionia, Consortis developed and implemented a comprehensive technical support and oversight framework, in accordance with Article 144 of Law 4412/2016. Our approach was grounded in continuous monitoring, proactive resolution of technical challenges, and the rigorous implementation of the approved design studies. Our responsibilities included full-spectrum technical project management, with specialized services such as:

• Implementation and documentation of the approved design during all stages of construction
• Scientific evaluation of contractor proposals and alternative technical solutions to ensure optimal project outcomes
• Expert technical consultation on complex issues arising throughout the project lifecycle
• Regular on-site inspections and detailed technical reporting to ensure consistent quality control and progress tracking
• Timely identification of non-conformities or deviations from specifications, along with evidence-based corrective recommendations
• Ongoing support to the Supervising Authority during critical meetings and decision-making phases, facilitating smooth project execution
