Local Urban Plan for the Municipality of Pavlos Melas

Consortis, as a member of a corporate partnership, has undertaken the preparation of the “Local Urban Plan for the Municipality of Pavlos Melas.” The project aims to update and complete the regulatory planning for the Municipal Unit (M.U.) of Stavroupoli, as the existing General Urban Plan (GUP) of the former Municipality of Stavroupoli (last revised in 2002) is considered outdated. Additionally, significant discrepancies are identified between the GUP and the corresponding urban plan. The recently revised GUPs of the M.U.s of Polichni (2022) and Efkarpia (2021) are included in the study, with possible minor modifications.

The Problem

The absence of unified spatial planning in the Municipality of Pavlos Melas hinders developmental programming and the sustainable management of its territorial area. Updating and modernizing urban planning is deemed essential for forming a spatial organization framework that meets contemporary needs.

The Solution

The preparation of the Local Urban Plan (LUP) by the Land Planning and Development Department of Consortis aims to:

• Regulate the spatial organization of the Municipality in a unified manner, enabling the Municipality to design and implement its developmental programming
• Define land uses, building regulations, development dimensions, and urban planning of residential areas
• Achieve sustainable development, in line with the technical specifications of Ministerial Decision 27016/2017 and Law 4447/2016

The study includes:

• Strategic Environmental Impact Assessment: Evaluation of environmental impacts
• Geological Study: Assessment of geological risks and suitability of areas to be urbanized
• Necessary Technical Studies: Investigation of the need for hydraulic and topographic studies due to the presence of streams in urbanized areas

Implementation Phases

The LUP study is carried out in three phases:

• Phase A: Identification of spatial development and organizational potentials and problems
• Phase B: Comprehensive evaluation of data and formulation of alternative development scenarios
• Phase C: Finalization of the proposal for spatial organization, land uses, building regulations, and the programming of measures and actions

Project Progress

Under the contract, Phases A and B have already been delivered and approved, while Stage C1 has been submitted for the finalization of proposals.

The completion of the study will significantly contribute to sustainable development and the organized spatial management of the Municipality of Pavlos Melas, providing a modern tool to improve the quality of life for its citizens.
