Local Urban Plans and Special Urban Plans (LUPs/SUPs)
Introduction
CONSORTIS, with extensive experience in complex spatial and urban planning projects, collaborates with partner companies in the development of Local Urban Plans and Special Urban Plans (LUPs/SUPs). The initiative is being implemented under the “Konstantinos Doxiadis” National Programme, one of the most significant spatial planning initiatives ever undertaken in Greece. These studies define land uses, building regulations and development restrictions, while providing a coherent framework for spatial organization and sustainable development at both local and wider territorial levels in urban and peri-urban zones, coastal and island regions, rural settlements, and areas facing significant tourism-related or environmental pressures.
The Challenge
The need for Local Urban Plans (LUPs) and Special Urban Plans (SUPs) arose from the long-standing lack of comprehensive and up-to-date spatial planning across many parts of Greece. Uncertainty regarding land-use designations, settlement boundaries, building regulations, and development policies created an inconsistent planning framework for citizens, investors, and public authorities. This institutional uncertainty hindered both the effective protection of the natural and cultural environment and the sustainable development of human activities.
The study areas represent a total permanent population of nearly 700,000 inhabitants (Hellenic Statistical Authority – ELSTAT, 2021), while their estimated peak population exceeds 1.3 million, as a result of intense seasonal and tourism-related activity. This significant variation has a direct impact on infrastructure requirements, transportation networks, public spaces, environmental management, and spatial organization, highlighting the need for a well-founded and context-specific planning approach.
The projects covered areas with widely varying geographical settings (from lowland and coastal areas to high-altitude mountainous regions), development patterns, and socio-economic characteristics ranging from tourism-oriented regions and areas with a strong primary-sector economy to purely urban environments and numerous settlements with less than 2,000 inhabitants.
This wide diversity required a flexible planning approach, enabling the adaptation of methodologies and proposals to the specific characteristics, needs, and identity of each place. The planning process was guided by a place-sensitive approach, integrating the genius loci of each locality into context-specific planning solutions that respect and reinforce its distinct spatial, cultural, and environmental character.
The Solution
The studies were developed by interdisciplinary teams consisting of spatial and urban planners, architects, rural and surveying engineers, civil engineers, environmental engineers, foresters, geologists, transport planners, legal experts, and other specialists, according to the specific characteristics and requirements of each area.
The methodological approach adopted for each study was guided by research, the assessment of local conditions, and the need to achieve a balance between development, environmental protection, and spatial functionality.
Within this framework, the following key interventions were undertaken:
- Organization of the non-urban space and definition of protection and development zones.
- Spatial planning of productive activities, ensuring compatibility between land uses and promoting sustainable development.
- Boundarydefinition of settlements, along with proposals for residential expansions to address the needs of both residents and visitors.
- Identification and enhancement of the development potential of each municipality, leveraging its comparative advantages.
- Resolution of existing spatial challenges, including land-use conflicts, scattered development patterns, and pressures on sensitive areas.
- Integration of the directions and provisions of higher-level spatial planning frameworks and applicable legislation.
- Support for sustainable and resilient development, taking into account climate change adaptation and natural risk management.
At the same time, Capacity Assessment Reports were carried out for selected areas in order to evaluate their ability to accommodate additional population, tourism, and development pressures.
The completion of this phase marks the transition to the stages of public consultation, institutional approval, and implementation of the proposed planning measures.
