Municipalities prepare Strategic Plans within their jurisdictions to strengthen spatial planning and ensure the effective execution of city master plans. These plans include a detailed inventory of all designated public and community spaces, aligned with master plan requirements. In cases where expropriation has not yet been completed, the prioritization of such spaces is determined by their relevance to overarching urban planning scope.

Solution

The O.P.P.C.C.A. facilitates the systematic collection, documentation, organization, and evaluation of municipal data to enable targeted prioritization of public and community spaces at risk resulting from lifted expropriation orders. 

The process involves several essential stages: comprehensive documentation of current conditions, evaluation of local requirements, systematic planning of interventions, and ongoing monitoring of implementation progress. Success hinges upon the maintenance of transparent procedures, active engagement with citizens, and flexible management practices. In more detail:

  • All public and community spaces identified in approved municipal plans are documented irrespective of their acquisition status by the municipality or pending expropriation. Streets are excluded unless they border or connect public or community spaces; however, standalone roads exceeding 30 meters in width are included.
  • Additionally, spaces where another authority holds expropriation responsibility are recorded, as municipalities may assume such obligations. 
  • For settlements founded before 1923 and with populations not exceeding 2,000, only areas delineated by officially approved plans are documented.
